i don't know what options there might be for ASL interpreting at live events and speeches, but I've found that many of the President's speeches as broadcast on some of the mainstream news networks feature subtitles: http://www.msnbc.msn.com/id/38340258/ (once the ad is finished, hover over the video and you'll see options for transcript, subtitles, etc)
